You guys are great. I have fixed most of the problems. I still have some cheeziness with respect to graphics and I had to add a movement point (otherwise it would never activate), but I am close to fixing it.
I am trying to add a unit that has an expanded maritime search radius. This unit would represent Naval Air Services, shore patrols and other defensive reconnaissance efforts.
I would rather use a building for this purpose, but I do not see any reasonable way to add visibility to a building...

I have a couple capabilities I want to add to certain units. I think the best way would be to add promotions to the game and allow certain units to start with these promotions. I can make the effect work, but I cannot get the promotion to display properly in the Civiliopedia.

Gotta go with Gorgeous George. Expansive lets his cities get big due to extra :health: and his workers connect them faster. Charismatic keeps the extra people happy and his army is quite professional due to the quick promotions.

Going to war is not an easy thing. it takes planning and practice.
You have to do a lot before you start. At a minimum you will need to do all of the following:
1. send in spies to see what you opponent has. They don't have to perform missions, just wander around and inspect the enemy army...
Don't think of them as "neighbors", think of them as your future citizens.

Update: there is another thread regarding this situation. that thread recommends uninstalling and re-installing the game. I have already done that, so I am unable to post save game files or screen caps.

enemy moves next to my city
enemy is out of movement and does not attack
i attack the enemy stack a knight
i slaughter an enemy horse archer
my knight uses it's remaining movement to move away
no flanking damage
