After playing more: I really like the mechanics of the game. I like the economics, the empire building, the unit maintenance, how your family becomes your governors and generals, how houses affect your empire/cities. All of it is well thought out, and elegantly interconnected.

Not only is the voting mechanism absurd, but the items being voted on are weak and temporary.
The world congress does nothing but get in the way in tiny, annoying ways. It's one of my least favorite mechanics in any game I've ever played.

Putting a timer on the AI wouldn't make much sense. What would happen when 10 seconds for an AI city is up? The running process may not be at spot in the code where it can assign any action at all.
Climate change will never matter in this game. Even if it had a more devastating effect, all it would do is slow all players down on their way to victory. Whoever is in first place when climate change hits, will still be in first place after it hits. The mechanic doesn't really do anything.
It's impressive that Firaxis came up with a voting system that is so unintuitive and dumb that it is probably unique to GS across all of human history.
