What should be done is to remove the buildings from the map view and add them to a separate city screen. The only use for viewing buildings from the map is to locate who built the pyramids anyway.
Why not give every non-state religion a 5% chance to vanish every turn? That would be fair to both parties i think. Running theocracy for a short campain would do very little to the already spread religions in your cities, while having a permanent theocracy will eradicate all non-state religions...
