Sejong is easily my least favourite of these three. Theodora and Ludwig require you to build around their abilities whereas Sejong is just given it for doing something he was going to do anyway. A little dull, but hilariously identical to his twin Yongle

Given some of the errors that have come with the pass (spelling, grammar, bugs etc), and the leader abilities changing seemingly at the last minute (Kongo) - my guess is they are working on the abilities right up to the last minute.

If we go by the Chinese rulers pack I’d guess Rameses ability to be complete busted, Kendiata to be situationally amazing and Cleo’s to be thematically interesting but ultimately unimpactful
The only worry there is how few cities can be on the coast.
If she had a Jong type ability where she can carry a unit on her boats, she could have a warrior embark to take cities she bombards from afar, that would be neat :)

Something like her boats being able to found cities with some sort of balance or malus (or neither, we have Yongle I suppose), or a Civ wide version of the Jong where her boats can carry land units and she can start the colonisation game *early*...
