I know that the few Agendas we know mostly involve disliking people, but i think his would be more along the lines of "Live you if you have great people, dislikes you if you don't" seems more fitting.

I would say that the UA1(permanent) is more likely to be tired to the leader as it ties in with Roosevelt's agenda of the big stick policy (I think that the agendas are being tied to the leaders as well).
We also do not know what time frame it is to swap these policies around.
You don't need to pick it and be left with it the whole game. you can swap it for something else when you stop building settlements. So it might be really good earlier on but late game you can just swap it out.
I guessing it means those resources don't count towards virtue bonuses either for improved resources.
So seems less like a bug and more like a feature to me, seeing as you get to chose yields you want or improved resources?
But it is pretty debatable.
does building the "wrong" improve still count as improving the Resource tho? so will you still be able to build the Biofuel Plant with any improvement on Algee or does it have to be the correct one?

I think the issue here would be scaling.
At end game you would get 48 just for killing worms. That is a quite a few turns of essentially free traits or half way to a new trait with little risk.
Personally I think the quickest fix to FI's UA is to just have a culture Victory condition.
Something like maxing a virtue tree lets you build a National wonder to do with the tree your in, and if you have all 4 you can build a 5th wonder and win?
