So if I select it when I star a multiplayer game, I'm stuck always at peace? hmm. no wqay to change it in game huh? Thanks for the welcomes:)

This may be a simple question, but I have searched high and low everywhere and not found an answer at all. What in the world does Permanent War or Peace do? All it seems to do is lock me out of declaring war on anybody. Can anybody tell me what in the world it does?
