every mod/scenario is a copy of the folder/filestructure of the game.
put the biq in the scenarion folder.
then there should be a main folder in the scenario folder.
then you can mimic the folder structure of the original game.
so its basically
scenarios\aoi.biq
scenarios\aoi\text\...
It was quite common in WW1 for soldiers to wear medieval-style armour besides talismans for protection and flails for close combat.

There's no practical limit.
I have four eras so crowded that each tech box has three tech boxes above or beyond it + a significant number of hidden no-era techs, and I have not reached a limit.
The worry are buildings (256), cities on map (512), strategic/luxury resources (resource bug >32)...
