When I combined better bug with VD but it always works the 2nd time, this includes the others with VD too. I'm going to cough it up to a win 8.1 issue as I sent my game to a friend and they haven't been able to reproduce the problem after repeatedly trying on a win 7.

I've had that happen when I tried to play a mod that required 3.19 and I was only 3.17. it always let me get through all the options and always crashed before the loading started. Not sure if that helps you though
