Technically coal isn't needed, it's just some form of carbon that's necessary - in this case coke - but you could use pencil leads (graphite) or trees if you really wanted/needed to (such as in this case in civ3 where coal is unavailable).
Nope, coal doesn't feature anywhere in the raw ingredients of steel manufacture - unless you mean fuel - in which case use oil, which seems more plentiful in civ3 than coal.
At the least it should be an 'either/or' situation.
Surely after certain advances, some strategic resources should no longer be needed to build units/improvements - saltpeter is no longer needed after a certain point - but coal is still needed for railroads, surely this is unnecessary after the discovery of electricity?
