the AI stock piles money not using it to get ahead or spending it on city states

when i try to play a game (new game), i do every thing for my turn then when i come down to picking my tech i am able to choose a tech or even see the techs

2.5 does not work for mutiplyer, for i whant 2.4 but for some reaon i cant not find verson 2.4 or 2.3 to downlod on this site its just simply not there. i can get verson 1 or 2.0 no not 2.3 or 2.4. nad yet i can get the patch for 2.4 to fix it but i cant download the original 2.4. this is kindad...
