Do you usually "specialize" a city, such as a settler factory? If so, how do you choose that city?

When I view the victory conditions screen, it currently shows that I have 68% of the world's population, and that you need 66% for a domination victory. Why hasn't the game ended?

I know that in the book on PTW, the new civs have preferred and shunned governments identified. Does this really mean that those civs work poorly under certain governments, and best under others? For example, I believe that the Celts preferred gov't is Despotism, which can't be best for them...

I'll have to check where I have embassies. I think I did it, but may be confusing it with an earlier game. That's the problem with playing too much this weekend :). I know for a fact the Incas did offer me an ROP/MA, and I do have an embassy with them.

Of course, but let me rephrase more correctly. MAs aren't even an OPTION under my trade screen (such as resources, luxuries, etc.). Other civs have offered me MAs during this game, but I've never been able to initiate that.

Oh, I definitely know that I could do it now. But, when I was able to trade for iron (many moons ago), and did trade for it, I got none of the benefits - I couldn't build Swords, or upgrade to Pikes. Right now, I also can't do Military Alliances for some reason. It's ben a few months since...

I've just installed Civ 3 Complete recently, and have been playing with the VIkings. We're in archipelagos, and apparently there is very little iron in this world. At one point, after I've had Feudalism and everything, and I traded for iron, I still couldn't build Pikeman or Swordsmen. Does...
