Yes they did but I played a turn and it still didn't recover. Can it take more than one turn? I guess that Statue of Liberty is only skin deep!

I was in a Democracy(with Statue of Liberty) and started a revolution to be able to anarchy and go to war for a turn. On the next turn I chose Democracy. Even under democracy my income level is drastically lower, cities are not nearly as happy and possibly more. Is this normal or could one...
