    why won't my (Mod) Spain civ appear in list of civilizations?

    Ok, I followed instructions to make a civilization with a mod. I made a spain civ, but when I activate the mod, it doesn't appear on any of the civilization list. My database log file seems to think every civ doesn't exist in the English US file. Please help me as I have been trying all day now...
