They stack, but you only get the 17% increase from Rationalism once. The most powerful science city modifier you can get is 50% University + 33% Wat + 50% NC + 50% Observatory + 50% RL = 233%.
A very interesting strat is to delay Tradition and use the 4 free culture buildings for Wat. Top that...
Consulate isn't about ally, it's about free friendship and the huge benefit that comes with it. Also, You only need classics to get Patronage. It's totally possible for Consulate to be your 3/4th policy.

The thing is civ that bully a lot generally are not well liked. Angering them does carry a bit of risk, but if you have friends, you'll probably get the bully universally hated much faster.

You went Freedom, did you get New Deal to go with your Landmarks? They can go up to 15 culture per tile which translates to 30 base tourism with Hotel, Airport, and the national wonder.
Just park 1 horse and 1 ship next to Venice. Move them around to track his MoV movement. If you see them heading for a CS, you know what to do. It's quite tedious, but it's also very effective since the AI doesn't seem to escort their MoV.
I had one game where a city state capture another city state. Both of them were my allies. The victor ended up keeping the new city and gave me the extra resource.
Bismark is a surprisingly good Autocracy candidate. His 25% reduce maintenance cost stacks with Autocracy tenet, giving you a really cheap way to maintain a large army. Combine with Commerce, Big Ben, and Mobilization, you can buy the newest army and keep paying for it easily. This all synergies...
I almost never use nukes. Nukes for me are reserved for Gandhi. Anytime I have Gandhi in my game, I must build a nuke a use it 1 turn before end game. The satisfaction of seeing a ~45 pop city go down to 15 pop is really gratifying.
Just call them unskilled laborers. Makes perfect sense that when you want to make a big project. You need engineers as well as some unskilled laborers drafted from farmers (and merchants/scientists lol) to work on the project.
