I think they are doing the opposite of Rise and Fall. Instead of revealing returning civs fist, they are showing off all the new ones. Phoenicia is a good transition into returnees because it is a new civ with an old leader, so that is my guess.
We are definitely getting 18 new general units on top of the 9 unique ones considering it listed under “new additional content”, and they already listed the unique units under a different section. It basically they same way they announced the new general units in Rise and Fall.
