Ah, I see, I'm sorry for the confusion. I meant it more in the sense of letting the camp produce "who-knows-how-many" more soldiers, but looking back, I can see I hadn't been clear at all.
A barbarian Great War Infantry would give 100 culture. Killing 2 or 3 shaves off a policy-turn. And if I wait long enough, CSes might ask me to remove it. It's definitely worth it, to wait before destroying the camp.
I think he's just saying to open Tradition just to enjoy increased border growth in every city. And +3 culture gain is more significant early on, so do it earlier.
Being the Aztecs, I would've farmed that barb camp for all the culture it was worth :D It appeared late-game, too, who knows what kind of culture a few Great War Infantries would've given me.
Incas and Aztecs are both pretty powerful, in my experience. They are both growth-oriented, but the Incas are more expansionist (yet defensive), while the Aztecs are more war-friendly.

I always thought that Gold-heavy Civs (like Venice or Portugal) were good to pursue any victory type. They can pretty much buy a lot of what they need (army, navy or buildings), while freeing hammers for other stuff, like Wonders. And there's usually still gold left to bribe whoever needs to be...
Also, if you're having trouble picking a Civ to use, I'd say, Rome, Greece, Egypt, Ethiopia, Morocco, Portugal, Poland, Siam, Shoshone and Inca are all beginner-friendly Civs geared for different types of victories and playing styles.
