Also, I got a simillar problem. I got the new patch, because I wanted to play online, and it said (when I tried to open it afterwards) that the file, "D3DX9_32.DLL" was missing and it couldn't open. Firaxis just keeps getting more and more gay.........

Go to Start>Computer>[YOUR HARD DRIVE]>Program Files>Firaxis Games. Then highlight Civ 4 and delete it. Then delete it from my documents as well. You've just manually deleted the game. Now reinstall it.
