Just came on to report the same issue, playing as Spain (Augustus as leader), and the quest won't complete even after building all three. The unique units need to be flagged somehow to trigger quests requesting their base units.
Finished on Turn 118 with one of Napoleon’s settlements flipping to me, causing me to hit both the Military and Economic GA (see my Antiquity Summary). Total of 9 Legacy points, in addition to the 3 Mil and 3 Econ, I earned 1 Cultural for 2 Wonders and 2 Science for six Codices.

I never even thought about trying to spy. First game on Sovereign, in my first two games I have always been in the lead so I don't bother with espionage. Lesson learned!!

Just started Exploration age, and noticed that when I look at building (or purchasing) a warehouse building from the previous age, it does not show the yield benefit for existing tiles, although the newer one (of the same type) does.

I just noticed the same problem, although Prussia is not one of the civs in my Modern Age. Not every section of road in neutral territory either, but several sections on different continents (and between different civs).
