I was playing as China domination, and so far a bunch of cities I took over have papermaker in them when I didn't even build a papermaker myself. How is this possible?

Sweden Diplomatic, all 20 city states are allied with me, I have 25 votes with 10 civs total.

When I'm using region as warmonger fuel I choose Christianity, otherwise I try to stay as close to history as possible.

Does roads consider an improvement? Would I lose the faith bonus if I built roads over the forest?
