I don't have a problem with America. The Minuteman is a decent unit that's good for both offense and defense. The UA is good too - that extra line of sight really helps in the early game for spotting ruins and barbs. I like to buy tiles, especially when they're in the range of other civs'...

I'm not a coding expert either, but I do know that the Kremlin plays a big role. If I'm not mistaken, it provides 12 defense in the city where it was built and increases the strength of defensive buildings by 25%, in all cities.
