Of course 1upt system is much more demanding on the combat AI. With stacks on as long as they build the proper kinds of units they are mostly fine. Still in Civ4 they suffer the lack of understanding the collateral damage mechanics and it's huge importance.

The biggest problem with them is that they're not a real civ at all. They are a nomadic people which is a different basic human lifestyle. They never have built any cities. Just like the Mongols.
As far as i know there are three main types of basic human lifestyles:
- hunter-gatherer

Civ4 wasn't great for me, much more like mediocre. BTS is great though.
My feelings about them:
-Civ1 is a favourite
-Never cared about Civ2 and Civ3 too much
-Civ4 was promising but lacked exciting gameplay because of weak and overpacifistic AI
-Civ4-BTS is a favourite again
I really hope that they've dropped the modifiers altogether and not just hiding them. It would be much better if AI's re-evaluated their strategic position constantly and not acting based upon some mostly static modifiers which in many cases don't support their strategic interests.
Vanilla Civ4 probably had the least aggressive AI of all the civ games i think. Many games passed without a single AI-initiated war. BTS is a completely different experience.
