    How to change Strategic Resource Penalty like 'CivilWarScenario' Rules??

    Hello, i need help guys In normal game(bnw) Strategic resource penalty is -50%(even if i need only one more) but in CivilWarScenario, Strategic resource penalty is up -2% each scarce resource how to change like 'CivilWarScenario' rules??
