Depending on the situations:
CONTAINMENT (Diplomatic) - If you do not have any or only one City-State you are Suzerain of.

RAJ (Diplomatic) - If you are Suzerain of alot City-States, since it will help you with Science, Culture, Faith and Gold income if needed.
There is still room for more civic bonuses, and uses the empty slots to adjust depending on what I need to gain bonuses of.

Merchant Republic
+2 trade routes. 15% Discount on gold purchases.
Additional +1% Discount on gold purchases every ### turns.

+4 Gold and +1 Faith from all trade routes

Placement and Focus:
To start it out. I ignores everything about Religion when playing this way.
The most important thing is the placement for me. I need a location with alot bonus resources for getting a huge gold income from the Zimbabwe wonder, and there need to be a cattle improvement nearby too.
The perfect position is near a river and coastal side, where I can place the Commercial Hub and get the +2 Gold from adjacent river and Royal Harbor. There need to be a caddle improvement 1-2 tiles away from the Commercial Hub so the Zimbabwe can be placed between, or beside both for a huge income bonus from trading routes. The Royal Harbo do not need to have a improvement nearby, if I can't get just a single bonus by positioning the Commercial Hub so I can build the wonder Zimbabwe. Zimbabwe is really the focus on my way of playing. And the number of bonus resources in the city tiles just boost my gold income alot.
I focus on Colossus too to get the Great Merchant Points. I don't care what city it will be build in, so I often build it in a city where the placement is not great for me.
Big Ben is the late game focus, because once I reach that era, I have already gained alot gold, and the wonder doubles my current treasury, and gives and extra Economic Policy slot, and Great Merchant points. It must be built next to a River adjacent to a Commercial Hub district with a Bank. So I also have to think about where I can place it when finding places to settle down. It does not have to be in the city where I send trade routes.
One really important thing to focus, is Great Merchant Points, to get more trading routes and more gold income. I save the Great Merchants for the city with Zimbabwe, if I haven't gotten it yet.


City-States and Focus:

You would love to have Trade City-States nearby you. And always want 6 envys or above on each, because of the total of +8 Gold in every Commercial Hubs.
There are 3 city states that would be great to be Suzerain of.
The first one is Carthage, it gives a extra trade route for every Encampment distrects. I usually don't build any Encampment distrects when I play on gold Focus, but if I am Suzerian of this city-state, I always build one in every city, so I get 3 trading routes total from every city.

The next is Kamusi, it gives you +2 Culture and +1 Gold for every specialty distrect from trade routes. And you always focus on 2 districts in every city, and will always end up with more than 3 in each city. This bonus really boost my Culture income so I can gain get new Policy Cards faster.
Kumasi (Cultural):
Your Trade Routes to any city-state provide +2 Culture and +1 Gold for every specialty district in the origin city.
The last one is Lisbon, it gives your traders immunity from being plundered on water tiles. This one is perfect to get when playing on Fractal Maps. Since trading routes over water tiles will mostly be used. This helps so barbarians can't plunder your traders.
Lisbon (Trade):
Your Trader units are immune to being plundered on water tiles.
It's a great way to play when playing with friends, since it's also fun to be the person sending over 400 gold pr. turn to them. And if you find need of more luxury resources, you can always pay the AI. You will have the gold enough for it.
