If I'm not mistaken, if the unit appears but is greyed out then it means you have a barracks, but you don't have either enough money, or the appropriate resource to upgrade to the new unit.

And as far as the attacking goes. Make sure you bombard first. If you don't knock down a city's defenses first by bombarding, you have almost no chance of mounted, ranged or melee units being able to get into enemy cities.
How well defended are your cities? Do they have walls? So far the only time I've had the AI attack me out of nowhere is when my border cities were not sufficiently defended. I don't know if that's the case here, but it could be.
