I had the same problem. I tried updating my video driver, with no joy. In the end the solution was a bit drastic. I removed the whole game and reinstalled. No more jumping video - just all the othe bugs to contend with now!

I agree that it is'nt nice to lynch one of the developers, when one actually comes along and explains what the hell is going on. But I do think that firaxis/take2 or whomever should be keeping thier ears to the ground and paying more attention to thier customers. Poor service this time around...
