I have now finished this scenario TWICE with two cities left on turn 37. The last time I had a giant army that JUST ARRIVED at Marakanda. I honestly think it is partly some luck to how easy or hard the AI units are in the beginning, because if you get ahead a turn or two, with some easy units...
