How does the ratio of taxmen/scientists/ entertainers affect the tax rate? Are they 2 separate things? If I raise luxuries in the "tax rate" screen, then change a bunch of Elvis' to taxmen in individual cites to keep the money coming in, am I counteracting my luxury tax hike? :crazyeyes
