I've taken a liking to the following policy path when playing George WAshington. It is a really great path when trying to build an empire on emperor huge maps and win by score.

To clarify. I think this penalty only applies to civs you know at the time. I took out quebec city early and the two civs I had met seemed to think poorly of me. I got along fine with many other civs that I met later.
For starters don't worry too much about winning. Thats more for deity level where you pretty much have to pick a path and go for it 100% or you will lose. You focus on maintaining a nice civilization. I think avoiding wonder whoring is good as most good wonder starts require relly good...
The Western U.S. start position is pretty good. Close to where Colorado is. You need to have shipping on the west coast though so that you can reach asia otherwise the Asia powers can get out of control. Good to be able to intervene in the Middle East and Africa as well.

City-States are going to get nerfed? Meh. They should just make it so the A.I. pursues them more aggressively when they have allot of gold. I won a diplo game when Siam had 34,000 gold in the bank. I try to win by score now.
This makes since if you don't take democracy. If you take democracy, you can just cue up 9 or 10 specialists and make sure to build happiness buildings. Democracy fixes all problems.
When rezzing I don't space my cities close together unless that is the right thing to do. I normally just push against my opponents border and steal all the prime spots in such a way as I can close borders and grab a huge chunk of land. Ultimately having a maximum amount of workable tiles...
Don't push into your opponents territory and take his cities right away. Steal his workers kill his troops and sign a peace treaty and take his gold and luxuries. Don't worry, he will be sure to attack you again.
Hey Josh, I like the rez strategy the best. I use George Washington so that I can deprioritize monuments and prioritize circuses (The best building in CIV 5 in my opinion), stone works, and colloseums so that I can get all my cities growing rapidly. I never ever ever want to see an unhappy...

Diety...the version of Civ where you reload the map ten times. Get a good start and then get hit by 7 Greek warriors on turn 22. Reload map 10 more times. Save load over and over and do all the "wrong" things in order to maybe luck sack into a win. Not my cup of tea. Only a civ player...
I play on the huge map and don't seem to have these problems. Maybe its map size, maybe you are just getting all hostile civs.
