So is learning when to build a settler just an exprience thing, but assume make one every couple productions?

Whenever I use any combination of mods, with DLL or without, one mod or several, I cannot after entering the game interact with production of my city. Mods that add automated building works but I cannot open the production que myself. I tried verifing integrity of game files, and unistalling...

Sorry I think I misspoke. In caveman to cosmos I had a production city and it had so much production it could only make one thing at a time because there is a specific mod in C2C that if you have to much production you don't make all the buildings in your age you can you only make one and all...
