Oh thank god it's working now. Physically log out of steam and re-log. That fixed it for me.

I've rebooted and restarted steam multiple times. I have also restarted my computer. It still starts up Gods and Kings. I have no idea how to enable this. The DLC was a birthday gift from my brother in Russia 2 weeks ago, but he said it wasn't region locked. I suppose I can see how that might be...

I have the same issue, It's very simple but very disappointing. When I look at my DLC it says I have BNW. When I look at BNW in the steam store it says I have it. When I start CIV 5 it goes to Gods And Kings and when I go to the DLC menu it says that I can click the check mark to activate BNW...
