Bummer, I had hoped there would be a technical section for PC. My game have been much more stable playing in Vulcan rather than DX12, but it did look nicer with DX12.
I'm actually fond of Russia, but I have just played a few games of Sovereign and mostly Viceroy. I like their UI and funneling so much food from towns to cities. But as to the thread topic, yeah maybe a bit weak in comparison with the others.
I like the UIs actually, although with the Great Wall as a particular exception. I like that you can have unique improvements in all settlements in contrast to the unique quarters. Maybe equally much to make civ heritage noticeable across all settlements, not just because of their yields.
I've yet to play Hatshepsut, but she looks underwhelming to me. 1 culture per imported resource, compared to so many other bonuses being 1x per age? In the late game, I'm usually limited by the number of resource slots in my settlements, that simply 1 culture in the Modern age seems very weak...

I had time to play 40 something turns this morning before going to work and now I'm just counting down the minutes until I can go home lol. My civilization didn't really have time to become an empire, 3 settlements (Ibn-Battuta with Aksum).
Although governors are gone, the Army commander has that light blue promotion tree that gives bonuses to a settlement it is in. I think I'm okay with that, but I haven't seen any streamer pick promotions in that tree.
I can't decide and I think I'll go with my feeling on release. The strongest contender is:
