The most important effect of my mod is balancing wide and tall playstyles -- with the threshold for Content corrected to 0 amenities, you need the same number of amenities for, say, 10 size-4 cities or 4 size-10 cities to make them Content (20 amenities, which equals 5 different luxury resources).
In my Happiness Rework mod, I changed the happiness thresholds for Happy/Ecstatic cities to +2/+4 amenities (instead of +3/+5) and the non-food yield bonuses to +10%/+20% (instead of +5%/+10%).
I agree. However, right now, the step from Content to Happy cities is larger than any other one -- you need -1 amenities for Content, and +3 for Happy. Combined with the underwhelming bonuses for Happy/Ecstatic cities, many players simply won't bother to aim higher.
Based on the discussion in this thread, I created a small mod: Happiness Rework.
The changes are:
Reduced all happiness thresholds by 1 (absolute values). In particular, cities are Displeased instead of Content at -1 amenities.
Non-Food Yield Bonuses for Happy/Ecstatic Cities doubled to...
As a fan of balancing wide vs. tall play I say: If you don't want "Displeased" size 1 cities, provide the necessary amenities. In particular, hook up (and don't trade) your first luxury resource before you found your second city.
I agree. For a better balance between wide and tall playstyles, cities without amenities must be "Displeased" even at size 1.
I'd keep the penalties for negative amenities as they are now (though I'd change the thresholds). For "Happy" and "Ecstatic" cities, I'd double the non-food yield...

A detail I had deemed unimportant at first: The "Governors" screen now has some leeway to the left and right. Combined with the announced feature that one of the new leaders/civs comes with a "unique governor", this may imply an additional (eight) governor slot for that leader/civ.
A year and some months ago, I wouldn't have subscribed to the idea that an expansion, however stuffed with features, could warrant a $40 price tag. Then Firaxis released War of the Chosen for my second-most beloved game franchise and convinced me otherwise. I think they'll pull that feat off for...
