Yeah, you're right. I had the setup in 3 of my cities, and neither one could build it. I has aluminum, 2 has oil. I don't know if I'm lucky or unlucky with the strategic resources, but I didn't know you couldn't build wonders on them, just thought the nav school is bugged.

My guess is the game doesn't recognize the Navigation school as a University, thus no city built by the Portuguese can build the wonder.

There are various wonders, a great person, and some other mechanics, that add policy slots. When this happens, it is mandatory to fill up the additional slot, and you can't end your turn until you do. The problem with this is that if you change your policies, save them, and encounter this growth...

If you level up a military unit to max level, give it all the promotions, and get some more xp with it, it hits another promotion threshold, that it can't complete. This gives you a notification on the right side, for the promotion, luckily only one time, still, useless. The main issue is that...
