I think it makes more sense to have some sort of reduction of city strength per turn (for X turns) opposed to health, basically making the city weaker without actually reducing the population. I don't think fortifying a few units around a city for 10 turns should be enough. It should require...
I assume one factory/power plant can still cover multiple cities? I also assume one zoo/stadium can still provide amenities to multiple cities? So one factory can provide production for 6 cities if they are all in range, so essentially just one IZ per city "cluster"? As for the entertainment...
Bugged for certain or the percent chance is so low to be useless; same as bugged pretty much. I've killed dozens of ships with sea dogs and have yet to capture one.
Which Nationalism unlocks fleets on top of that, which makes them that much more ridiculous for their era. I just dealt with an AI brazil with these things. He one shot everything, including field cannon corps, sea dog fleets, and ironclad fleets. My Sea Dog fleets were hitting it for 9-13...
