Figured it out: I use a no-cd crack, because I loathe CDs. However, patch 1.61 for Civ IV has anti-piracy coding built in, so if you are using a no-cd patch certain things will not appear. Solutions: Reinstall and stay at 1.59 or use your CD. I guess I'l be forced to start using my CD :P
