Definitely giving this one a go! It's hard to remember who the my enemy neighboring Civs are, but this will help. I sometimes wish city names were just reshuffled altogether on age transition to use the new Civ's pool, but I understand why that would confuse people.
Genghis Khan's leader agenda currently is, "Likes the civilization with the smallest number of Cavalry units. Dislikes the one with the greatest number of Cavalry units."
In Civ 6, he had a similar agenda that made sense, because they wanted the AI to go after Horse resources in order to help...

Edit: Actually, it makes total sense that it would still flood. The Bath is designed to protect from the flow of the river, not for the breaching of a Dam.
Does anyone know if the the Great Bath grants the +2 adjacency bonus to Industrial Zones that Dams provide? For that matter, is it possible to build a Dam in a city that already has the Great Bath? Thanks!
