1.2.1 changes raze penalties such that this mod is no longer relevant in its current form. This update makes the mod to do nothing so old save games can still function.

Human players can no longer change capitals! Instead they get completed legacy path bonuses at their existing capital, so long as it remains their capital.

Additionally it looks like I accidentally created a dependency on https://forums.civfanatics.com/resources/modsettings-manager.32070/ so install that as well, and change the settings for balancing style to basic, and then back to heritage before you start a new game.

I managed to reproduce your issue! It looks like ModManager is not installing the mod properly. Try downloading it from civfantatics directly. It looks like it only installs the Base mode without the other installing the common library at all.
I tried saving and reloading with DLC civilizations disabled and it seems to be working for me.
Let me know what products you own, and if you can send me a .zip folder with your logs. They can be found at C:\Users\<Username>\AppData\Local\Firaxis Games\Sid Meier's Civilization VII\Logs
