It doesnt always work well though. I had a chinese city completely surrounded by my borders (from a culture bomb) for quite a while and he never turned (game is still ongoing). It was only a small 2-3 population city too. Was strange.

One thing you might try is to swap my brain into your head for a while. I havn't even been able to beat the computer on the difficulty right below Noble :( Tried Noble twice and the one right below noble and still can't beat him *cry* That will give you a challange!!! :)
