i'm playing on xbox one x since release day... i can not recall having a crash yet.

it's just a user interface graphical error/glitch/bug. the dlc works properly. i'm sure they'll fix it sooner or later.

i'm having the same problem on xbox. the DLC seems to be working fine but the game reports that i didn't purchase the New Frontier Pass even though i did purchase the $40usd pass.

CQUI does this to me on mac and windows. removing it (it is the only mod i have on both operating systems) fixes it entirely. it seems, based on this thread, it's a lot of UI mods.
