well, the only way you can do this is to open world builder, reveal map, put a great spy in everybodies capital, create a 1-tile island somewhere in the ocean, found your city there, and just watch what everybody does without getting involved. btw-look at my youtube to see how to play japan.

don't explore with scouts/warriors, that's what explorers are for. Beeline Compass and build explorers. That way, if they find a goody hut, they will get better results from it.
