    Unhappiness higher after loading save game

    Had this problem too, I was around -9 when I played last night. Loaded today and I'm -20! Not long before the save I received a city from Siam in a peace offer, but it is puppeted (and does not have courthouse of course). No other courthouses in my empire. :mad::mad:
