You may want to try to put your refresh rate at 60hz.... This works for me anyway I also had problems when i had my resolution higher then 1024. hope that helps

I read somewhere in the book, but cant find it right now, that to have a cultural win you must have 100k culture points and no other civ must have a certain lvl of culture. hope that helps
