    OK, can you have a hydro plant (or Hoover Dam on the continent), coal plant, solar plant, and nuclear plant in the same city to go superproductive? Also, in earlier incarnations of Civ, once you discovered Fusion, your plants would no longer melt down. Is there any phenomenon like this in CivIII?

    Grasshopper, Both of the things you seek are in the Foreign Advisor screen. It should be under Diplomatic Agreements. You have to have a peace agreement in effect before you can negotiate other DAs. And it is possible for you to have contact with a civilization that a third civilization does...

    Yeah, but it's effectively a declaration of war. You will obviously be doing it within their cultural zone. I'm not sure if you have to stay outside of their city zone or not. Watch out for culture flips.

    Both questions have the same answer. Go to the Foreign Advisor screen and begin a negotiation with the Civ in question. By default, the negotiation covers 'New' negotiations. Select 'Active' (down below) instead and it'll show how many turns are remaining. What you should do is come back on...
