I just tried this with the lastest version CivMods_0.4.2_x64_en-US.msi and I just get a blank white window. I am on Windows 11. I did try to run it as admin as well with no change

Thanks, been trying this. I find the AI still just makes cities (soft cap and all). Can we also increase the negative happiness that happens. The AI just does not get enough penalty when going over the city limit to affect them. Infact, after playing even more, it appears that nothing happens...

Would you be willing to put this together as a completed mod. I even toss you a few bucks via PayPal.

I am also, interested in this. I have only dabbled in mods in Civ 6 but want to look into this as well.
