Edit, it's not a bug, its me; nothing to see here folks. Actually in my defense the ui is slightly confusing on reporting why an upgrade is not allowed. it should only highlight in red the actual conditions not met. Anyway... I do have the unhappiness bug showing also, but that is already well...
