Aha! Someone posted about it on the official forums. Older worlds have more erosion. Younger worlds have more tectonic activity. So younger worlds = more hills, mountains. Older worlds = less hills, mountains. http://forums.2kgames.com/forums/showthread.php?t=90425 Seems plausible enough.
