You improve luxuries and strategic resources, trigger eurekas and harvest forests and resources to quickly build troops, settlers or districts. You also harvest food resources so you can grow big enough to build another district... all before feudalism. They create a lot of meaningful choices...
Of course it's too soon to say but they've taken a lot away from the player by eliminating builders, city management and limiting the number of cities we can build. That was a huge part of the game and they'd better have something spectacular to make up for the loss.
