I don't think it's made for any specific age group. Computer games in general attract a teenage audience, but aside from that, the ages of Civ players is seemingly quite diverse.

I think corruption form being far away from a capital should go away with airports. I live in Washington State and I feel that our capital, if anything, is MORE corrupt than we are.
