How about gift a useless tundra city in your continent to an advanced AI, or leave enough room for AI to build, that way, you will have an easier time to steal tech from it using your spies?
I was able to move one of my two settlers onto the stone, then built the great wall quickly. Now I am able to expand peaceful with minimum military units. Tried for the Great Lighthouse, but couldn't get it. Has anyone else done it. I can post the save.
Can someone create a scenario where US tries to make Canada the 51st state (a vassal) without using military means? Playable factions would be US, Canada, Mexico, EU, Russia, and China, all with different agendas.

On Earth 18 Civ emperor difficulty, AIs start with warriors.
Check. I got the Great Wall, the Great Lighthouse, and the pyramid so far since Roosevelt is industrious.
Just bum rushed Monty on Earth 18 Civ map on emperor level with 5 warrior, and killed him off. Now I have the whole North America to myself. What would you after this? Here are the saves.
