Im Using a Windows 7, and downloading the 2 newest patches(17 and 19) where do i place them when done?

Okay so it says i have Patch 313, when infact I've downloaded it twice(the 3,19) ithink i need to do it manually, could someone tell me how to do this?(and if it means unloading into certain folders, could you point me where) sorry for testing your patience, Just im very new to the whole loading...

How do I go about doing it manually?

I do have the Patch 3,19 Could it possibly be anything else? or the patch not loading properly?

I did Add it to that folder, the crash seems to be coming from the Game core(Dll) Is there anything I need to upload? is it maybe the patch i just downloaded (3.19)
